If you want smaller blocks, then I encourage you to lobby for a soft-fork decrease. I’m not opposed to this. Bitcoin will be just fine either way.
For shitcoiners who want to inscribe pruneable garbage (and attach a UTXO), they’ve already got that with witness data. Dropping the OP_RETURN policy limit doesn’t change this, but it does provide an easier way not to bloat the UTXO set.
I don’t think it’s in the cards to expect empty/near empty blocks if Bitcoin is popular, which we all think it should be, if successful.
