tl;dr: technically yes, but with significant catches.
Certain third-party clients (eg. Cinny, Nheko, FluffyChat) have support for managing and sending stickers/emotes as messages/reactions, but not on Element due to various reasons. Messages with custom stickers/emotes will display properly on most clients (including Element), but reaction support varies.
