If someone is a murderer we can deal with them as a murderer. Catching anyone else in those crosshairs is worse than a thought crime. You're talking about punishing people for a loose statistical association to a thing they have no real association with.
Each individual is or is not, there is no uncertainty in the real world only inside your head. So you are saying you want to punish 100% innocent strangers for your ignorance.
