it's simple math. if you don't store enough water to put out the fire then whoever you're counting on better have it. blame global warming or climate change or the government all you want. simple fact is people aren't doing what they should.
decisions are made everyday by people. every thing that is wrong is because people continue to let it be. people are the weak link.
