Someone showed me that picture (or a similar one) for Dodger Stadium. It looks like a moat but I would be VERY surprised if the water is deep there. The stadium is built into a hill - the lot near home plate is MUCH higher than the rest. You actually ride elevators down to get to the seats at the field level.
I also looked at the road closures near Palm Springs. Yeah, I-10 is closed in several spots (including going west to Riverside). But the other roads all look open.
