The President of the Federal Supreme Court (STF), Luís Roberto Barroso, defended the change from the current electoral system to the mixed district system on Saturday, 7th. According to him, the country is 'more than mature' to make the change, skipping an election. In a speech at the Esfera forum in Guarujá, São Paulo, Barroso said that this system allows the voter to know which parliamentarian represents their district, as well as discouraging party fragmentation. He recalled that he has been defending the substitution of the system since 2006, when he wrote a work in favor of the implementation of the mixed district system, which, he pointed out, would have prevented the impeachment of former President Dilma Rousseff. Before Barroso, the President of the PSD, Gilberto Kassab, had already defended the mixed district system as a way to qualify the legislative power at the Esfera forum. Barroso recalled that Kassab visited him when he took office as President of the Superior Electoral Court (TSE) in 2020. The topic was discussed between the two, but Kassab recommended waiting for the impact of the threshold clause and the prohibition of coalitions in proportional elections. 'Now the country is more than mature to change the electoral system. We have one of the worst electoral systems in the world for the Chamber of Deputies', declared Barroso, who considers the current system, which is proportional in open lists, to be expensive, with low representation and not facilitating governance. Today, the voter votes for who they want, but does not know who they are electing, as the vote goes to the party - it is the most voted party members who enter the Legislature. Less than 5% of deputies, observed Barroso, are elected with their own vote. 'We have a system where the parliamentarian does not know who elected him and the voter does not know who put him there. One does not have to whom to hold accountable, the other does not have to whom to report to', said Barroso.
