It isn't the algo, it's the compute required to run the algo in real time that is the issue. Real time GPS and inertial can be done on a raspi type SBC with a $15 dongle. Tesla charges $15k for CV based full self driving modules that will crash right into a parked fire truck with its lights on without even hitting the brakes.
I'm leaving out the cost of the other parts because I'm assuming things like wings and propulsion don't change but if they do it would require more for the CV because the compute weighed more.
