Why would they? To chase after the users that left looking for a better alternative?
I would suspect Twitter would have to heavily or completely rewrite its base code to operate as an independent protocol the way Nostr does with Damus/Snort. This isn’t necessarily impossible, if there were anyone left at the company to undertake the task…however the latter seems dubious at this point.
