One thing that I have observed- people thing in terms of their own finances.
Our SAR unit has a variety of different levels of wealth, and a useful county budget. The poor folks hate spending money out of the budget, because they project their situation onto the SAR budget. They don’t have any money, so they act like no one has any money.
The better off members act surprised that not everyone will buy quality personal gear, or support spending money to build future capability.
This probably is a useful observation for many aspects of life and building.
