Fascinating. I’ve heard this idea before or a similar hypothetical state called cascadia. Although it would be even more challenging politically, I would think it more appropriate to push upwards into Washington—just an example, but: dissolve (my beloved) Oregon along the cascade range, give Portland and the coast to WA where they are closely aligned with Seattle, and add Eastern OR + Eastern WA to Idaho. Importantly, there is a strong geographical boundary as well as political boundaries. (I guess a more politically appropriate way of stating this is to dissolve BOTH OR and WA and create a new state with Portland and Seattle and the coast, and then either create a new state for Eastern OR+WA or combine them with ID).

TL;DR State govts are supposed to reflect the populous, and it is clear that the Democrat party controls both OR and WA to the detriment of conservative leaning rural areas.
