The Minister of the Federal Supreme Court (STF), Flávio Dino, accepted the explanations from the Chamber of Deputies on Thursday, 15, that there is no 'institutional support' from the House on a possible agreement on the division of commission amendments. The response came after a statement by the leader of the PL, Deputy Sóstenes Cavalcante (RJ), who cited the breakdown of the agreement as an extreme alternative of the party if the proposal for amnesty to those involved in the acts of January 8, 2023, was not scheduled for voting. In an interview with the newspaper O Globo last month, Sóstenes said that the PL could not comply with an agreement signed by the President of the Chamber, Hugo Motta (Republicanos-PB), with the leaders, which provides that the party that leads a committee shall receive 30% of the transfers, while the remaining 70% shall be distributed among the other parties. In his decision, Dino stated that Sóstenes' statement has no legal effect and does not represent the institutional position of the Chamber, which reiterated its commitment to the plan of work approved by the Supreme Court to ensure transparency in the management of public funds. 'In line with official information from the Chamber of Deputies, I clarify that there are no 'immunities' or 'privileges' for a political party, regardless of which one, to appropriate what does not belong to it: the destiny of public funds from the General Budget of the Union', wrote the minister. Furthermore, Dino emphasized that the so-called 'commission amendments' and 'bancada amendments' must follow clear rules and register, with precision, who proposed changes to the Budget. This requirement aims to ensure transparency and public control, preventing resources from being distributed arbitrarily or secretly. The minister ordered that this registration be made in official minutes, even if in a general manner. After Sóstenes' statement, Dino requested that the parliamentarian explain his statements. The PL leader claimed parliamentary immunity to not respond to the minister's summons. To Estadão, Sóstenes said he had not been officially notified to provide explanations. On Twitter, the federal deputy said he would respond 'with the necessary firmness, transparency, and balance' when he receives the summons.
