It might be that a single bootstrap relay needs to be heavily moderated (also not necessarily a bad thing) as the default. Not sure if that would be enough for Apple while still allowing adding extra relays like you do now.
The only other option I can think of is provide no defaults and let users select them themselves (could be part of the account creation step).
