There aren’t any automated filters or algorithms that suspend accounts (or take any other kind of action) beyond some bespoke scripts the mastodon dev team makes available during large scale spam attacks.
Moderation actions are almost exclusively the result of reports by someone else complaining about it to the moderators though the reporting system.
The post you linked isn’t something any instance, admin, or moderator I know, including on mas.to, would take action on even if it were reported.
My guess is that the account made other posts that mas.to found to be a serious enough violation to suspend the account
