All in all, RISC-V is still pretty new and fresh, it's not standarized. Hence there's no established way to do many things, as you mentioned the boot. So sometimes you hack something together not really the correct way, cuz well - nobody is there to tell you that it should be done differently. It works so it works.
And then 15 years later when this standard was adopted and more people are looking into this it becomes obvious - we should do it differently
