When you say "gossip is removing relays" do you mean the relays on the live page? They only get "removed" if the relay disconnected. Gossip doesn't disconnect. Gossip doesn't go straight away back to relays after they disconnect - if it did, it could get into an infinite loop of disconnecting and connecting. So it gives those relays a 30 second cooldown, and in the mean time looks for other relays to serve the same purpose. A lot of work went into dynamically managing these connections.
Here are a few tweaks you could apply:
Under Relays > Configure, you can set the "Read Rank" very high (e.g. 9) and then that relay will be significantly preferred for people who post to it.
You can also just tick the box in the 'Read' column, although that is only used as a fallback if gossip can't find relays that the person posts to.
Under settings, you can change the number of relays to query per person (I like 2, but you could go higher for more redundancy) and the maximum relays for following (I think this should be very high, right now I use 50, but as nostr decentralizes I will bump it up higher).
