Legally resist any fines they threaten

What defines too big and what is the rationale behind it?

When was the rule created? [all rules must be re-evaluated after covid]

Statement: Our animals need shelter over winter, we require a family movement facility to maintain optimal health

Too many buildings? What’s the limit? Why? When was that rule created? After covid? Must be re-evaluated
