4 is bitcoin, "no issuer" meaning no individual is responsible for backing it... bitcoin achieves this with a decentralised network leader that is elected by an impossible to fake randomness
this means you can't sue anyone about the price changes, and it also means that probably nobody can change its issuance schedule
