Between 70 and 80% of all air travel is visiting friend/family and leisure, obvs it varies by route and SYD-CBR is a very business focused route but given and cost and hassle of Sydney airport and the lack of connectivity to the CBD from Canberra, and the shortness of the route, I think it's the best place to start, and also helps build momentum for further network development.

But yes, having worked in travel in a past life, people do tend to overestimate the importance of business travellers... And that segment is only going to shrink further, while economic and climate pressures will split up more families, making the VFF sector (and "travelling for work, not business") probably the dominant driver of interstate travel in the future. (One reason we should absolutely improve sleeper trains too.... it's a good place to start and a resilient and futureproofed backup)

Personally I don't care about the cost. Put a $30 tax on all air flight tickets or zero all federal funding to urban road projects to fund a proper intercapital HSR for the golden triangle. That's fine. What matters is getting a properly but conservatively built French/Spanish style HSR using well understood technology on our key corridors so we can ground the flights, while not falling into the overengineered, technoutopian trap the British did with their project.
