Secret Vietnam directive aims to gird the Communist Party

Last summer, the Communist leadership in Hanoi issued a secret directive known as 'Directive 24' to limit outside influences and protect the party's grip on power as Vietnam deepens ties with the U.S. The directive outlines measures to protect national security, curtail foreign influence, and prevent attempts to exert influence through economic, cultural, and social activities. It aims to stop groups inside and outside Vietnam from using increased international cooperation to promote civil society and domestic political organizations. The directive has been criticized for violating human rights and restricting freedoms. Vietnam's foreign ministry and embassy did not respond to questions about the directive. Directive 24 was issued in July 2023, two months before President Biden and Vietnamese Communist Party leader Nguyen Phu Trong elevated the bilateral relationship to a 'comprehensive strategic partnership'. The Biden administration sees deeper ties with Vietnam as potentially helpful in countering China in the Indo-Pacific. Vietnam has also formed strategic partnerships with South Korea, Japan, and is expected to complete a deal with Australia. The directive is seen as a preparation for increased foreign interaction and a signal that Vietnam is not budging politically. It comes amid a crackdown on civil society and human rights advocacy groups in Vietnam. Critics argue that the directive does not provide a compelling national security argument for restricting rights and contradicts international law and the country's constitution.
