You've heard of private security, right? There are more of them than state police.
And I assume you've heard of defense contractors, insurance companies, arms manufacturers, mercenaries, drone companies, etc etc.
I don't need to build these things myself. Nor do I need "all the citizens" (all which citizens?) to agree to anything. Those who wish to be covered by private security will pay for it, accordingly to their level of risk and desire. Anyone not interested can just stay where they are and keep living their normal life.
