There's a difference between a “robust network" and "robust components”. One of the premises of the Internet architecture is that the network (and most connections) will survive, even if links, switches, or routers on the original path fail. There is robust gear—dual power supplies on routers, a data plane that works if the control is rebooting, etc.—but ISPs use redundant links, routers, etc., to keep the *network* functioning.
