yeah, if electric resistive heating is economic for your purposes then you might as well solo mine because the pool yield will be not that huge, it really depends on your capital basis and how much you make yout of your enterprise whether you can absorb the ongoing power cost
personally, i think that even in the heating use case pool is more practical, but if you make enough profit above that input cost to absorb an ongoing loss for that which is just a bit above an electrical resistive element, then, why not mine solo
so, that's gonna be part of what drives this, and yes, it makes the network more decentralized, though it's not gonna be a huge amount of boost to that... but some is better than none
if i was running a bigger farm, like a few thousand watts of gear, and the heat was going to uses that the input cost was practical, then i'd farm mine solo
i can think of many production processes that benefit from the nasty hot dry of the air coming off a heatsink, many agricultural processes especially
