If "reasonable" means "highly reliable", then that is impossible.

Even if the privacy of people who are considered to be old enough is sacrificed, you never know for sure whether a person actually looking at a screen is "old enough".

"Too young" people will look elsewhere on the internet (older people may too, to avoid authentication), which may put them at even greater risks (harder porn, invites to install malicious apps or have dad's credit card drained).

There'a also the risk of identity fraud: too young and privacy-minded older people inpersonating someone else to obtain access to law-obiding sites such as pornhub.

Advances in AI render online authentication methods such as "VideoIdent" less reliable every day.
