FWIW: Japan's educational system largely works much like what Feynman described for Brazil. Nearly everything is based on memorizing to pass tests.
And yet, while the majority of the Japanese programmers I've worked with were 'cut and pasters', I still found many with actual talent.
Not much different than here really.
