I wish news orgs would stop saying that such and such jurisdiction -- the City of Los Angeles in this case -- will pay a settlement for the misdeeds of its police and others in law enforcement.
It's the taxpayers of the city of Los Angeles, in part through (always soaring) insurance premiums, who will pay.
Come on, journalists, do your jobs.
