Hmmm.... depends what you mean by 'normal'... history is full of private #infrastructure projects that have been then nationalised, as well as, in the UK, the reverse.
Of course part of the failure of this year's license auction was that the profit guarantees were not sufficient to underpin the proposed investments.
However, I agree that in a better world such investments would be state-led & owned
