He's saying an infant possesses the qualities of a man from the beginning. No need to pull an Isaac Newton...

Similarly, a seed contains a whole tree.

Here's 'tree' in Chinese ("my") :

Here's 'harmony' :

The left side of the composite character is 'sprout' - see how it looks like a tree coming through the ground?

The right side of the composite character is 'mouth' ("kou" {pronounce like "koh"}).

Thus, the whole character for harmony describes when needs are met with resources.

The resource Laozi is describing is "qi" - life energy. In a previous chapter, Laozi said that "clarity" is seeing the smallest things. The smallest things contain the biggest things, and eternity is "fullness" in the present. This starts to sound similar to the original Christian belief of the "pleroma" - the "fullness" - which is sort of analogous to heaven, except its much easier for the original Christians to understand that heaven isn't a place.

Contrast with a forceful filling of life - that's rushing into achievements and recognition, and reaching that height begins the descent to death. Striving and burning too bright - that's being out of harmony because your needs can't be met ; its like not understanding that a full oak tree exists in the little acorn.
