Most people in the US are aware of our particularly well organized and fratricidal neighbors. This well organized group has the willingness and capability to project power to signal ownership.
You only own a resource, no matter what it is, insofar as your willingness and capability to project power to signal ownership of that resource.
The US population has become self-domesticated and docile thus our benefit-to-cost ratio of attack (BCRa) has risen to a hazardous level. When an organizations BCRa reaches hazardous levels the neighboring organizations are highly incentivized to signal ownership over the weak organizations resources.
A highly-organized highly-capable fratricidal organization with low BCRa has no reason to be sympathetic to the laws of their neighbors. If the low BCRa organization decides to signal ownership over Texas.. Arizona.. Utah.. and other neighboring regions of land.. the only thing those states can do is project power in return to signal ownership. This is typically called warfare when talking about humans.
If those states are unable or unwilling to engage in warfare to systemically secure and signal ownership of the resources, then those resources no longer belong to them.
Humans are not exempt from these primordial economics of nature. As we all know, nature is metal.
