I doubt their plight will ever be fully understood, how could it be when in a highly stratified social system with wide chasms in between they're well insulated from the realities others live with?

If it is ever understood it's usually in a very specific paternalistic way that's often patronising and ineffective for the actual issues with a lot of "self-reliance" nonsense to fill some of the gaps of which there are many. Not too much "self-reliance" though, you're poor and that's a personal failing so you can't be trusted too much.
