There was a report of some material not for military use but something like radiology getting lost leading to that rumor.
Note when civilians fly drones they they locked down or if they have consumer drones blocked in software from flying in the same areas. The drones in question can be quite large such as the size of a car, and some have fixed wings like a small plane. It's clear who is controlling the drones.
