Interesting... I've often thought similar. Why can't the property be the divisible stock in the locality? Profits would flow to property owner and not the other way around to the locality... The locality's sole purpose would be to operate for purposes of coordination and accounting... No more, no less. This would encourage property ownership instead inducing fear, panic, abuse and human capital flight. Kinda like how Alaskans get that yearly oil money... I'm hoping there are other, better examples... A place you would WANT to live because it made you individually AND collectively wealthier instead of most municipal corporations that just suck all the life force out of it's people and resources until it's an empty, dry husk and it's people move away.
