It looks flat, but there is still enough terrain to guide water into shallow drainages.

And so much rain fell so quickly.

Result: roads with two or more feet of floodwater, moving swift enough to overcome vehicles.

Here's a 1AM video from the Chaves county sheriff. He drove into water that was deep and swift enough that he got swept away while going to rescue stranded motorists.
