Early days there was no bip39 and therefore no seed phrase. Bet he just never migrated to HW wallet and thought he can keep his old keys PGP encrypted.
Few days ago he wrote that his server got hacked. Irresponsible to not migrate the BTC latest to this date. Also irresponsible to hold that many BTC not on a cold storage with multisig setup!
