The "sending notice" part is another story. Almost none of the hosting providers for WordPress are going to permit sending mass emails (newsletters) directly from their infrastructure for fear of getting blackholed. And, you are very likely to suffer that fate if you do it.
You will need to do that separately through one of the bulk email providers like constant contact - which can integrate with WP and PMP. This I've done, and it's smooth once established.
