I wouldn't consider this to be a nation either, but unlike Polish-Lithuania, Lithuanians actually were the dominant ethnicnity (tho even this can be credibly disputed), but it def wasn't a Western nation-state. One obvious way you can tell is because Ruthenian was an officially recognized language.
