So, this means you could even open the computers and have a computer forensics expert look for the radio receiver, and not find one, although the software still CAN extract signals from the EMF field, being broadcast from miles away.
Furthermore, to add votes, you only need the radio receiver, not a transmitter. A simple wave frequency pattern could be used to indicate how many votes to add, and who to add them to. If the machines truly are 'hacked' it's probably something sophisticated like this, rather than just a wireless card somebody sneaked in.
