I think another thing that needs to be done is a deregulation of the housing market and to make it easier to get loans. The risk in case of default should be shifted onto the banks as compensation for them being able to lend money to more people.

Probably quality standards should be lowered as well.

I remember when I was living in switzerland, houses were really expensive. Part of the reason was that due to regulation, the quality was way higher than anyone would demand.
