Regardless of how we look at it, the question was about "operating system", and there is a reason why Debian, Arch, Fedora, Solus, Alpine, OpenMandriva, Gentoo, Slackware, ... are all "Linux distributions". Because they all use the Linux kernel to communicate with the hardware. By definition:
