Think of the classic example of the hotel being full and an infinite number of guests arriving. You can accommodate them by telling each guest to move to a room with double their room number. But wait, at this point we have an infinite number of empty rooms, but we could fill them again by telling each person to move to a room with half their number. The same if you told each guest to move to a room a billion times their number, you'd still have an infinite empty rooms you could fill by reversing the move.
So for every room without chocolate just take a chocolate from the next highest room that has some and you can fill all the rooms!
