If the church still had an inquisitorial arm, then it would be beyond easy to reign in the German Church, just tell them to fuck off and have the king or Inquisition jail any offending priests for heresy, but that time is past and now the papacy has to make deals with schismatic factions, this was his attempt at compromise which is only going to make everything else even more tenuous with much of Africa, Latin America, and large swaths of North America as well.
