Possible reasons for passing the bill
- anti-maskers won the lobby battle and/or donated the biggest amount to their campaigns. (Re-)election comes above everything else.
- the present face recognition software is not able to identify you with a mask on (so you must be a terrorist)
- distract you with nonsense bills from the real stuff they're planning for Friday evening when nobody's watching
i think it's one of the three.
