I think it's an organizational issue
the only way to hope that aid will reach the
Palestinian population
is that distribution is protected by armed contingents
(the Palestinian Police said they do not have the capacity to protect the distributions)
sending Israeli soldiers to protect the distributions...
is dangerous for both the military and the population
(hig risk that some missiles would fall on the crowd during distribution)
