I think I caught it by accident while calling all women in my contacts looking to get laid.
Looked up the conditions. You need to side with Meredith Stout from Miltech during the heist mission. You need to meet with her before meeting the Maelstrom gang to get that robot from them. Then either give Royce the rigged shard or start shooting.
Then call her after you leave that location to meet her at the No-Tell Motel.
