my best conjecture is all these businesses outsourced their recruiting pipeline to third parties and those third parties are just blocking 95% of applications from ever reaching the businesses, either through incompetence (idiotic requirements) or malice (filtering out white men)
that applies to the businesses that really are trying to hire. a lot of businesses are posting fake listings and even doing multiple rounds of interviews with no intent to hire
