For 3rd party Android images, it depends if the maintainer is determined to upgrade the kernel to a newer LTS version.
The other "Linux" OS (like Ubuntu Touch) uses Halium. It is just a stripped down version of Android just enough to provide a HAL (see https://halium.org)
