Gotta be bearing like mike says, in which case you can tell by jacking up and trying to wobble the wheel; and if there is any wobble whatsoever, it is probably your bearing.

Or could be brakes as Ron says, in which case for drum brakes, remove the wheel hub and check correct confutation of brake shoe/ spring mechanism (Haynes manual is useful for instructions on this) while there check brake shoe thickness, should be at least 1 or 3 mm. Or if disc brake, check pad thickness and actually spin the wheel. If it is sticking then take the wheel off and remove, clean and replace calipers. This is a bit more of a ball ache, and you will probly have to bleed your brakes after. But it is not too hard and a Haynes manual(or I am sure a multitude of YouTube videos) will show you how to do it and it will save you loads of SATs..
