It's more clear-cut than this. The project has definitely failed, and the financing and companies to do the work have pulled out.

Russia is in no position to move forward, with no real profit in trying, so this is a LOT worse than any kind of temporary postponement. Meanwhile, there is a LOT of gas in Russia that is just basically lost. Billions of dollars / rubles / yuan that just aren't there anymore.

The best they can do is let it flame off, because that's less damaging than capping it.
