The actual rule involves knowing when you are dealing with an object of a preposition. In this case the phrase "Kamala and me" is the object of "to". The first person singular accusative pronoun is "me", not "I".

Most native speakers know from habit when to say "I" or "me", so it's easier to explain it the way I did in the first response.
