First commit attached: set the state to "in progress"
PR merged: transition to the next state after "in progress".
New branch with the same issue ID: reopen the issue.
etc.
I have done this once, everybody loved it. Takes a lot of admin work, but completely worth it.
The real problem is incompetent managers, not the tools.
