President Trump’s plan will happen if hamas FAILS to release hostages.
If hamas DOES IN FACT release hostages, followed by unilateral disarmament, surrender and exile, THEN there is a chance to avoid implementation of President Trump’s plan.
I.e. no one really wants to see it happen, but the problem must be solved. The plan is a last resort if alternative plans are lacking.
